Taxi stand?

This is a taxi stand at Kissing Point. There is not a single bit of information posted anywhere on or near this stand that explains how to get a taxi from this spot. Nothing. If I was a tourist and had just hopped off the ferry at this point and wanted a taxi, I would be completely lost. This is not a great way to bring in potential customers.
