Following on from my search of the Telstra web site for advice on graffiti, I tried Energy Australia.
Although there is only one document on their web site, it is quite useful and comprehensive. However, the Energy Australia system only allows telephone contact from 8am to 8pm on weekdays, and 8am to noon on Saturdays - kind of annoying when you want to send them a photo of something offensive on a Sunday afternoon. It would be nice if Energy Australia copied the system used by Sydney Water.
